People with the bachelor degree from China, they usually don't speak any English since they are not majoring in English. In addition, they need to take care of their family when they just immigrated to Canada. Usually only one of their parents have a chance to learn English from the public authority. After one of their family member has the ability to express their thoughts bilingually. The another family member already forgot that the living skill or knowledge they learned from the Chinese public education institution. $2000 they earned from Asian company is not enough to support their family's living, therefore, they only can choose to be a labour.

The reason why some of high educated international students(UBC or SFU) or mature immigrants are not prefered to work in English official enviroment is because they are nevous or worry about their speaking or writing skills, cultural difference and racism.
