There are 2 thing the council did not do it right

1. Should never allow the cheque to be issued with only one signature. should go to the bank to ask the cheque is only valid when it is signed by 2 signatures. Also, all council members should be receiving the bank's appl to be alerted whenever a cheque is issued.

2. The council is going after him for $3000 now, right? So the first step is to find a lawyer to write him a letter to ask for payment and if he does not pay with the time limit given, then take him to the small claim court and present all evidence. Also, warn him that he will have difficulty to sell his condo if he owes the council money.
