Scrap or revise the current tax system(it punishes

Scrap or revise the current tax system(it punishes local working residents and rewards speculating rich foreigners who own millions $ houses but let their house- wife's and kids to receive low income benefits including free education and free medical service without paying MSP because they have no local income). Levy only property tax to replace all other tax,including employment income(within $100,000),MSP,Transit fare. I believe this policy will amuse all local working class except foreign speculator.
