(By laws are created by strata counsils of the building with 2/3 votes to pass) Further more, landlord should be 100% responsible for the fine due to negligence. As for my personal point of view, landlord like this, it's not worth for you to pay any respect as he/she would've already got rid off your girlfriend if there was another choice.
